Following the defeat of his amendment, Senator Torricelli announced his opposition to the Republican Balanced Budget Amendment. He stated that he could not support it because it did not allow flexibility for military and economic emergencies among other reasons. He also emphasized that the increased likelihood of reaching a balanced budget has changed his attitude toward the need for such an amendment. Without his vote, the resolution will fall short by one vote.
