President Clinton addressed the participants of Boys' and Girls' Nation about their community involvement and civic responsibility. He also reflected on the progress made during his administration on reduction of the federal debt. He talked about the proposed Republican tax cut and how the surplus should be used to save Social Security, reform Medicare and reduce the federal debt.
