President Clinton and others talked about U.S.-China relations and the benefits of more open markets. The president signed the legislation granting Permanent Normal Trade Relations to China while the Commerce Secretary and U.S. Trade Representative stood behind him. Rep. Archer is chair of the House Ways and Means Committee and Rep. Rangel is the ranking member. Senator Roth is chair of the Senate Finance Committee and Senator Moynihan is the ranking member.
