Members of the Commission on Prevention of Weapons of Mass Destruction, Proliferation and Terrorism, testified about the findings and recommendations in their final report, World at Risk. The report recommended decisive and quick global action to counter the potential manufacture and distribution of weapons of mass destruction. It also predicted that without action terrorists would use such weapons in an attack within the next five years. In their testimony they also called for a review of programs to secure dangerous viruses and bacteria, and better technology trace the source of these pathogens.
