Craig Mundie and Mark Gorenberg talked about the President’s Council of Advisers on Science and Technology report. The report recommended that President Obama issue an executive order to convert 1,000 megahertz of spectrum for shared used under a three-tiered structure. According to the report, the “essential element” of such a new structure was that “the norm for spectrum use should be sharing, not exclusivity.”
